What's the "11x15" Campaign?

The "11x15" Campaign is a statewide initiative, including many faith-based communities, whose purpose is to reduce Wisconsin's prison population by 11,000 inmates by 2015 using Treatment and Alternative Diversions (TAD). Milwaukee Inner-city Congregations Allied for Hope (MICAH) is part of this initiative.

UCN's own Carol Pawlak, as a representative from our Social Justice Committee, was part of MICAH's Treatment Instead of Prison (TIP) Task Force before UCN even officially joined MICAH. Our own Dr. Ed Friedrichs testified in Madison to help get the original TIP legislation passed.

This initiative seeks to call on elected officials to re-examine policies which have led to historically high incarceration rates and to make changes that will result in a substantial reduction in the number of low-risk people in our jails and prisons. It addresses the issue of many inmates having mental illness or alcohol/drug addictions that need treatment. It also proposes that alternatives to incarceration result in markedly lower recidivism rates.

An "11x15" Campaign Kick-off will be held on Monday, February 20 at 9:00 a.m. at St Benedict the Moor Catholic Church, 1015 N. 9th St, Milwaukee. A press conference will be held at 11:00 a.m. the same day at the Milwaukee Secure Detention Facility, 1015 N. 10th St, Milwaukee. For further information, go to www.micahempowers.org. For direct questions or for carpooling, please call or email UCN members, Lucy Friedrichs or Mary Devitt, or contact the church office..
